CPLP Mobility Agreement: real, operative visa/residence categories between members. Brazil grants residency to CPLP nationals on nationality alone (since Oct 2023). Portugal now requires a consular residence visa first (2025 law).
Portugal: CPLP permit 2 yrs -> renewable -> PR at 5 yrs.
Portugal fast-track: 7 yrs to citizenship for CPLP nationals vs 10 for others.

Scope notes
Hub-and-spoke, not symmetric, and only PARTIALLY implemented: the Mobility Agreement is a framework domesticated state by state. Brazil and Portugal are operational; rights are not delivered identically across all nine states. Portugal-Brazil link is strongest (separate 1991/2005 Equal Rights treaty).
