A child of a Qatari father is Qatari by descent regardless of birthplace; Qatari mothers cannot transmit nationality to their children on equal terms under the current framework.

Naturalization after about twenty-five years residence

Naturalization generally requires about twenty-five years of continuous lawful residence plus Arabic proficiency and lawful means, and is granted only by Emiri decree; grants are effectively capped and rare.
