PNG ICA lists an investor naturalization request form as a discretionary ministerial track. It is not a published fixed-price citizenship-by-investment programme and still depends on statutory naturalization conditions and Cabinet or ministerial approval.

Naturalization after eight years residence

Adults with eight years continuous residence may apply. Applicants must show character, language or vernacular knowledge, respect for customs, self-support, civic knowledge, and generally renounce other citizenship unless dual nationality with a prescribed country is approved. Ministerial grant is discretionary.
