Former Economic Citizenship Programme (closed)
Montenegro operated an Economic Citizenship Programme allowing foreign investors to acquire citizenship by admission for investment of special state importance. The programme stopped accepting new applications after 31 December 2022. It must not be recommended as a live CBI path.
