Citizenship at birth through an FSM parent

Birth to an FSM parent creates citizenship under the code. Birth in the FSM alone to two foreign parents is not general jus soli.

Naturalization after five years residence

The President may naturalize a person on Congress recommendation after at least five years lawful residence immediately before the petition, good character, knowledge of the Constitution and customs, and other statutory conditions. Naturalization is exceptional and highly discretionary.
