Birth to a Lithuanian parent creates Lithuanian citizenship. Birth in Lithuania alone to two foreign parents is not general jus soli.

Naturalization as the spouse of a citizen

A spouse of a Lithuanian may naturalize after seven years married and resident, instead of ten.

Naturalization after ten years permanent residence

Adults generally need ten years permanent legal residence (seven if married to a Lithuanian), permanent residence status, Lithuanian language and Constitution exams, livelihood, and renunciation of prior nationality after grant. Decision is discretionary.
