Birth to a Lao parent creates nationality. Birth in Laos alone to foreign parents is not unrestricted jus soli, though foundlings are presumed Lao and conditional anti-statelessness protections exist.
A child of two Lao citizens is Lao regardless of birthplace; a child of one Lao parent is Lao automatically if born in Laos, and if born abroad requires the Lao parent to be a permanent resident.
Ordinary naturalization requires about ten years of continuous residence plus renunciation of prior nationality, Lao-language fluency, and financial independence; grant is discretionary.
