Birth to an Azerbaijani parent creates nationality. A child born in Azerbaijan to two foreign parents is not a citizen, but a child born there to stateless or unknown parents is a citizen to prevent statelessness.
A child at least one of whose parents is an Azerbaijani citizen is a citizen at birth (jus sanguinis), regardless of birthplace.
Adults generally need about five years of continuous lawful residence plus Azerbaijani-language proficiency, lawful income, and good character; renunciation of prior nationality is generally expected. Citizenship is granted by the President.
